No option to escalate dispute to claim. Paypal Credit

Hi,
I have opened a dispute for a transaction(service through PayPal Credit) early June but there was never an option "escalate to claim". There is no such option. When I "view" the case in the resolution centre it shows that "PayPal is reviewing the information".
I've received also an email from PayPal 10 days after the dispute saying that "If our investigation finds that you're due a refund, your PayPal Credit account will be refunded when the investigation closes".
Am I missing something here? Any information would be much appreciated.
