Need help immediately!!

Hi, I’m currently so frustrated with PayPal and their customer service. Yesterday I attempted to send money to a friend using my PayPal credit line and it was declined. The transaction absolutely won’t go through. His account is typed in accurately. I tried having him send me a link directly to his PayPal, tried having him request money from me and every time it’s declined. My credit line has plenty available so it isn’t a lack of funds. I attempted to go through customer service and all they told me to do was go to the resolution center but when I go there I have to select a transaction which obviously I can’t do since there is no transaction as it won’t go through. I tried calling their customer support and they said they’re closed. I can’t get ahold of anyone, I need to send this money today. Can anyone please help?
