I have Paypal Credit so why am I reapplying?

I have Paypal Credit - with over £3000 available credit. I've used it multiple times before.

So why, when I'm now trying to buy something on eBay is it making me 'reapply' (and subsequently refuse!) for credit. It's only £150 and I just want the normal 4 months 0%.

What's going on?!

Logged in several times with no change. Eventually it asked to send a verification code to my phone. Did this and then suddenly it worked?

Happy it's sorted, no real solution to the issue though.
