How do I issue a paypal credit refund to my bank account

I accidentally made a payment to my PayPal account and now I have a negative balance Pay Pal Credit.

How do I issue a refund to myself?

Not possible. If you are owed money on your credit line, most credit issuers will wait up to about 2-3 billing cycles (in case you use your credit line) to finally send you a check for the amount or in PayPal's case, send the amount to your PayPal balance.
