Help pls!

So I’m new to PayPal Buy a couple of months. I’ve use the PayPal cash debit card twice. I try using it again today online and I was declined. I have no idea why I try to get in contact with Paypal but the response is like no one exist! It’s so frustrating! I’ve tried to make sure the card number is correct also tried billing address is correct Everything is correct but I’m still being declined. Has anyone else experienced this? Any suggestions please help thank you.
