Haven't been able to make one transaction at all

I'm fairly new to PayPal and have done every verification link to my accounts everything that was expected of me and yet I haven't been able to make any transactions for not even a penny! I have a $3,000 PayPal credit line that is just sitting there that I can't use for anything can somebody please help me
