Funds cannot be extracted from PayPal Credit virtual credit line to your PayPal balance or bank account. PayPal Credit is for personal/household use and for purchases only. Not for paying off other bills. Apply for loan at a bank or loan company for that.
If a seller accepts PayPal, you can pay with PayPal Credit and only if it is offered to you during the checkout process as a funding source. PayPal reserves the right to restrict use of the credit line depending on the circumstances of your transaction.
