Credit payments

When a credit amount - to avoid interest - is to be paid BY a certain date does that mean ON the actual date itself or before?

I personally can't see what is written on the UK PayPal Credit agreement as one has to log in but like to err on the side of caution and say 11:59pm before the actual due date.
