Chose PP Credit at checkout, PP balance was charged.

I am trying to make a purchase online at Nordstrom. At checkout, I am given the option for credit, but when I complete the purchase, my regular paypal balance is being charged. No one from PayPal seems to have an answer and I keep getting transferred to other people. Any help?

PayPal reserves the right to restrict use of PayPal Credit virtual credit line and on rare occasions will end up putting the charge on your PayPal balance or other linked payment method instead, even after being able to pay with PayPal Credit. The system can reverse the approval post checkout.
