No, PayPal balance or bank account or check or money order by mail. And can't extract funds from cards into PayPal balance to pay it either.

 

How do I make payments on my PayPal Credit account?

So I can't buy a gift card, apply it to my PayPal balance, then pay off the PayPal Credit balance with that?
