wrong currency calculation?

Hello,

Im trying to send 40 euro to a friend.

Before sending i saw that paypal writes this:

Fee

0,00 (USD)

You'll pay                                               311,95 (USD)

abcde  at mail will get                                40,00 (EUR)

I dont understand.. trying to send 40 euro and they want to charge me 311.95 usd? can anybody help me?
