why does paypal still charge conversion fee when i chose to use credit card company rate?

Hi all, ive made a recent purchase and i chose to use my credit card company conversion rate instead of using paypal rate. However, on the invoice, paypal still charged me a conversion fee even though i didnt choose their rate. This is the first time i was charged this fee when not using their rate. Is this normal?
