what does "instant transfer" mean. Does this mean PayPal takes 1% for every transaction?

On November 1, Paypal charges 1% for "instant transfers."
Does this mean when I pay for an an item on paypal, they get 1%?

if you want your fund in your paypal account to be transferred to a bank,it wil take days,but if you link a debit card,and pay 1% max is $10,you can have it transferred in no more than 30 minutes.
not all debit cards work with Paypal

paying for an item,buyer does not pay fee, seller does,it is not a transfer,it is a payment
