verify account with cash card

when I get my paypal cash card can I use it to verify my account so I can get my money

The Cash debit card is directly linked to your PayPal balance.

If you try to add the card (any PayPal branded card except the PayPal PrePaid card) to your PayPal Wallet, you'll receive an error message.

I can not get my money into my account if my account is not verified and I do not have a bank account or any other type of credit or debit card. What I want to know is there a away that I can get my account verified which right now has a zero balance with my PayPal Mastercard when I get it next week.
