trouble with adding card

i want to add my card but it is declined, any solution?

my card has been declined even though nothing wrong with it

several days ago i tried to link my card but failed multiple times, said the problem with the issuer

so i go to bank today & have been consulting

they help & i try to link again this time but it's got cancelled

now it's "declined" i mean

i don't know what to do
