I made a payment on june 19th, the seller never sent so I opened a case and had it closed on 7/9. the original card I paid for the item with is no longer in use and i no longer use that bank. I switched banks and now have a different card on my paypal but the refund of $32.65 is no where to be seen

Its an automatic process and refunds go back to the card used to fund that purchase in the first place.
You could reach out to your old bank and ask them if they can recover the funds for you or if it is declined then it 'should' bounce back to your Paypal account balance, allow 30 days and if no show contact customer services for a trace.
Advice is voluntary.
