sending money to new person on paypal

I have been trying to send money to our mission in India who just setup their pay pal account.  It has been five days and I still cant send them money.

Do I need to change the currency into theirs?

They need to read this link to set up their paypal account to receive funds as there are extra requirements in India.

I am not buying products, I am just sending aid to this missionary of the church.

He has a papal account and has  confirmed it.  They told him to wait 3-5 days and that they have done.  I just don't  know why it still will not let me send it.

Well the link was for you to pass on to the receiver of the funds in India as they have to do everything in the link before they can receive funds in their country.

However if they have done everything then what currency are you trying to send?

Check that they have added that currency as a receving currency on their paypal account in India.
