sending money to friends from my paypal balance

It says it will be free to transfer money from my paypal balance to a friend but then when I try it says the fee is $4.52! to transfer $10! crazy!!! I remember it being free, but now there is a huge fee... ?

Same here. I knew it was free and it says it's free but wants to charge me 3.99 euros/
