I want to send a money gift (about 100 euros) to a friend in Germany. what is best way and how much would it cost for him to receive it?

If its a gift then use the send money > family / friends option which is cheaper if you fund it via funds in your paypal account or bank account.

FEES for currency conversion / cross border fees are listed in paypals user agreement.
