sending a money aboard - how im protected ?

Well , some girl ask me to send her a money ( she supposed to fly to me next week) , and she need to pay for something before fly.
I know to this sounds like typical scam , that's why im asking you for advice.
Question is - let's say i send her a money, but she did not fly to me ( well basically she lie to me) - can i claim to return money which i send her ?
I mean to verbal / written lie can be a reason to use PayPal Buyer Protection and open dispute / request refund ?
