Can I send money to someone who has an e-mail address, but no Paypal account? If so,how will they get the money?

You can send money to anyone with a valid email address - in order for the receiver to accept the money, they will have to open a PayPal Account if they don't already have one.    The PayPal system is based on email addresses - that's how the system knows who to associate the funds with.
