does Paypal investigate their vendors as to being legitimate, having a real address and website?

That would be impossible, they can't vet every seller / merchant / website worldwide that added them as a payment processor.
I could make a website in an hour / add lots of fake pictures / scam loads of folks and until the disputes started rolling in then paypal would have no idea i was a scammer.
So you need to read up on paypals buyer protection policy to see what coverage it does and does NOT give you and then risk assess your transactions.
Avoid Chinese websites especially the ones on Facebook that don't vet their sellers either.
Advice is voluntary.
