reactivating an account if someone is deceased

Hi.  I have been elected as the personal representative of my father's estate.  I have been made aware that he had unfiled tax returns that are now my responsibility.  Under the circumstances, I need to access information from his PayPal account in order to accurately file the returns.  PayPal sent 1099 forms to the IRS, and because my father's business was online with eBay/PayPal I need his account reactivated so that I have access to transaction history for income/expense records.  I have had NO luck faxing or calling.  My estate lawyer is supposed to be sending a certified letter with this request.  If anyone has any contact info or suggestions that would be greatly appreciated.  I am beyond frustrated dealing with customer service.  I could seriously rant here, but I'll leave it with this... HELP!   Many thanks in advance.
