"Let’s create an account for you" - "unable to process, try again later."

My daughter is going to create her own paypal account but receives this meaningless error message just when submitting basic data (address, phone number). Tried several times in a few hours. No progress. 😕

If you don't know yet...users have to be 18 years of age to have a PayPal account. PayPal will check IDs.
