I am Lebanese. Can I register a Paypal account and choose a country other than the one I live in?

Paypal is not available unfortunately in your country.

its also against Paypal rules to try and use another countries paypal account.

Also it would never work properly for you and would soon be permanently limited as you would be unable to verify it.

I have an American bank account and an American phone number, so if I choose the country of the United States of America, is this a violation? But I will put up a fake housing address.

And as soon as they require you to prove i.d and address + an SSN and you can't then you would be banned.
