hi- my paypal account is tied to a credit card, not a bank account. i understand that if I make a person-to-person payment in this scenario then I incur a fee. but I also noticed that I have a paypal balance amount. I am not sure what this is.
if I want to pay a fried, can I use this paypal balance amount and avoid incurring a fee?

If they are in the same country and you use the friends / family option and fund it totally from funds in your balance that are in the correct currency then there should be no fee.
You can always check before you click submit to pay as it will tell you any fees due beforehand.
