hello . i want to buy a football ticket. i found a person that have 2 tickets and told me that if i pay first in next two days i have the tickets. he suggest me to pay him by paypal to prove me that he is not a scammer. he told me that if i don't recieve the ticket i can ask my money back. he told me that goods and services protects the buyer at a fee. It means if you do not recieve tickets you can email them and explain that i did not purchase them. They will class it as fraud and i will get it back. i can show all these messages as proof. is it true?
