payment safety measures

Hi,

 

I received this email from Paypal, but not sure what it means or if it's legit. Can anyone help? Many thanks

 

Dear Merchant

                            We have received an order from Beeyuan Thang to make an instant payment of $1,385.00 AUD  to your PayPal account. The payment has been made successfully and the money hasn't been credited into your account. We are waiting on the proper shipment reference number before we can proceed to credit your account and this is due to the large increase in the rate of the online scams recorded past years. We have modified and updated our rules and regulations as well as other policies respectively to keep both Sellers and Buyers safe from any related forms of scam/fraud, PayPal in conjunction with The FBI and The IFCC has invented certain preventive measure to ensure the safety of both sellers and buyers.  
 
Such measure are: 
1. Once a payment is made, Confirmation Email will be sent to the seller that the payment has been made to state the transaction details which has been sent to you. Also a confirmation is sent to the buyer that the money has been deducted from his or her account. So once you get this mail, You should proceed to ship the item to the address confirmed only by PayPal and send the tracking number to us. Upon receiving the shipment details, the seller's account will be credited after necessary verification. 

2. Once a payment is made and it has been approved by PayPal, such transaction is Sealed (because both seller and buyer must have come to a conclusion before payment is made by the buyer) so therefore neither the buyer or seller can cancel this transaction or ask for the return of the already debited funds.

3. Failure to abide by these laid down safety measures by Paypal may leads to suspension from PayPal and further more invitation to an interrogation with the Authorities, That is why we are very considerate about the safety of both the buyer and seller.

This is a typical scam ..................

They may buy on Ebay but they use an anonymous or hijacked Ebay account and DO NOT have a Paypal account so they can't use Ebay checkout. They encourage you to accept a 'direct' Paypal payment and may ask you to send the item internationally.
No funds or activity of the transaction shows in your Paypal account and any emails 'may' go into your junk or spam folders.

They don't quibble on cost and may also say they can't view the item as they are disabled or working abroad etc etc but they will arrange a shipping agent to collect it.

You will get/got a "fake" email that looks as though it is from paypal.....it isn't because they don't actually have a Paypal account and have no intention of paying you.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.

They also 'sometimes' threaten legal action...have a laugh at that one and ignore it as its rubbish.

Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Paypal do not tell you to send trackable, they advise it for selling protection but it is not compulsory.
Delete any emails and ignore the scammers.
