no code for over a month

hi, i had a PayPal account with the same email and card and tried everything you PayPal told me and still haven't recieved my code on the card statement, I asked for the code 3 times and waited for almost a month and still nothing i even contacted my card company and they couldn't help me so i disactivated my account and opened a new one and requested a code on the 9th of this month, still no code, its so frustrating, so please find me a solution.
