money withdrawal availability

hello, im looking to sell few items on ebay, but recently saw few blog posts saying that Paypal does not offer money withdrawal for Sri Lanka! i would like to know is this only affecting to Paypal Personal accounts or all type of account signed up from Sri Lanka?

The option to 'receive' or 'withdraw' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.
