money sent is not the amount recieved

I sent $800.00 to a friend., What she received was $776.50. My receipt shows no fee. I sent her the same amount last year. She received the entire amount. Where is the other $23.50 this year?

1. What country are you in, what country is your friend in?

2. How did you send the payment ie which paypal option?

3. How did you fund the payment ie which funding source?

The funds were sent from FL, USA to CA, USA all within the country. It was done with direct debt form my bank. I did it person to person same as last year with no fee. Me receipt shows no shipping and handling and no reference to a fee. I was ripped off by paypal. I've learned my lesson. I'll be sending her checks in the future.

You may have done it person to person BUT it sounds as if you used the send money > goods / services option rather than the send money > family / friends option and so paypal saw her as a seller and charged a fee.
