someone want to buy from me an account and he want to paypal me how can be sure that he will not return the money from paypal after i give him the account  ?

You can't, you have no paypal seller protection for virtual or digital transactions, you can sell them but at your own risk.

Its also a field where there are a high amount of chargebacks so be VERY careful.

you have to do this outside Paypal.
