How can I check a international merchants credibility ? If they accept paypal as payment, does that mean I can't get ripped off ?

Paypal gives you 'some' buyer protection but it can never be a 100% coverall.

So your best bet is to actually go and read up on it in their user agreement so you can risk assess your transactions.
