<removed> is this a Paypal telephone number?

I got a phone call from this foreign number <removed> this morning. A gentleman with UK accent claimed that he is calling from Paypal Ireland. He knows my business name, tried to sell me Paypal business loan. I was thinking it is a telephone scam, so I hung up.
