Upcoming Changes

We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed

Please carefully review the notices below and familiarize yourself with the upcoming changes. Otherwise, no further action is needed from you. If you would prefer to decline such changes you will need to close your PayPal account prior to the applicable effective date.

Amendments to the PayPal User Agreement

Effective: June 9, 2021

• We are further revising PayPal’s Purchase Protection and Seller Protection to be globally consistent and to further clarify which transactions are eligible for protection.
• We are clarifying how sending or receiving donations are treated.
• We are clarifying that you are subject to any changes that are described on the Policy Updates page at the time you accept the user agreement (which changes apply to you on the indicated effective dates).
• Pursuant to prior notification to Goals users, Goals will no longer be available. All agreement references to Goals are being removed from the PayPal User Agreement effective June 9, 2021.
• The Digital Goods Micropayments Purchases Agreement is being discontinued and will no longer be available; therefore, all references are being removed from the PayPal User Agreement.

Amendments to the PayPal Cash and PayPal Cash Plus Terms and Conditions

Effective: June 9, 2021

• We are clarifying that you are subject to any changes that are described on the Policy Updates page at the time you accept the PayPal Cash and PayPal Cash Plus Terms and Conditions (which changes apply to you on the indicated effective dates).
• Pursuant to prior notification to Goals users, Goals will no longer be available. All agreement references to Goals are being removed from the PayPal Cash and PayPal Cash Plus Terms and Conditions effective June 9, 2021.

Discontinuation of the Digital Goods Micropayments Purchases Agreement

Effective: June 9, 2021

• The Digital Goods Micropayments Purchases Agreement is being discontinued and will no longer be available and is therefore being removed from the U.S. Legal Hub.
