Lately, we have updated our User Agreement which may be the reason why you could have received an update email. However, you can recognise if an email is fake (also called phishing emails) when the greeting is impersonal or generic or does not mention your name and surname as registered on your PayPal account. Also, we never send messages that require you to click on links or to download attachments and that convey a strong sense of urgency.
If you are unsure about an email, you can forward it to spoof@paypal.com. Here is more information on this matter.
