can paypal tell me the legitimacy of a business that uses paypal? ie. if there have been any complaints etc?

They would not be able to do that, which is why they give you Paypal 'buyer protection'.
But that protection can never be a 100% coverall so go and read up on it so you can risk assess your transactions.
Then its always good to do google searches on companies for online reviews.
