is this a scam email

I received the below email...wondering if its a scam...it hasn't pasted properly!!

Your PayPal account has been limited.
You haven't taken action on your account as requested.

Why is your account limited?
We've noticed some unusual activity on a card linked to your PayPal account.
We've limited your account.
Until you provide the required information, you can't:
Send money
Withdraw money
What should you do?
Log in to your PayPal account to provide the required information.

Well you haven't actually said if there is a link in that email to log in which would be the big giveaway that its a scam.

All you have to do is log into your paypal account normally and NOT via any link and if there were problems with your account paypal would refer to a message in the message centre or resolution centre.
