How come PayPal allows under the age of 18 to open a PayPal Account without the consent of a parent and make transactions ??

I think what a child is allowed to do is under the parents control !!!!
Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when someone registered so whilst you can make a PayPal account with false information the account will be subject to sending and receiving limits.
When those limits were reached they would be unable to verify their account so the account would be locked for further use.
Minors can’t enter legal contracts so they wouldn't be able to withdraw any 'funds'.
Advice is voluntary.
