When you pay a seller from your bank account it is never instant, paypal credit those funds to the seller for you and then paypal take the wait for the funds to transfer.
So if you get a refund in the meantime then those funds are pending until your original payment clears through to Paypal and then the pending status is released and the funds are credited to your paypal balance.
