fraudulent funds and fees attached

Shouldn't PayPal return fees that was taken when some else fraudulently transferred my money to their account and more? I know $13.10 isn't a lot, but still now when I have the opportunity to transfer to my account I'll get charged another fee.

Whether they should or not is debatable, the fact is that fees are no longer returned as part of any refunded amount.
