alleged transaction from my account in email notification, not made by me. fraud or someone attempting it, as no payment pending in my paypal account?

Be sure the email is legitimately from PayPal, it is possible it is a phishing email.

If it is, you should contact PayPal directly.

Could be a spoof/phishing email, you can check the email header through your email client to see if it's some random email address that sent you the email or forward it to spoof@paypal.com and delete it.
