It says no fee to send to friends and family, but it's still charging a fee. I don't understand.

No fee if you fund the payment via funds in your balance or a bank account.
If you use a card then you pay a fee, there is also a fee if its an international payment.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
