You always pay a fee if you send a friends/family payment via a credit card.
Its only free if you fund it via your paypal balance or from your bank account.
Advice is voluntary.
Kudos / Solution appreciated.

Hi there my friend,
It's good that you reached out to us regarding this matter. Sorry about the confusion though. Just to add on what my colleague said, yes there will be a fee that will be applied since your card Issuer will consider the transaction as Cash Advance and they will charge that extra fee. For further clarification, as soon as our Customer Service team is available you can talk to us regarding this. You can also try to contact us via chat.
