If I am reading the latest update to PayPal terms agreement I understanding merchants will no longer receive refunds for the service charges related to a returned order or adjustment to price. Is this correct? If that is the case I will have to gracefully bow out of accepting PayPal payments for my higher ticket items. Such is life I suppose.

Yep, you pay the fee to Paypal for them providing you with the service of receiving your original payment and processing the refund for you.
Advice is voluntary.
