why am i being charged a service fee when i use my debit card to pay for a transaction?

If sending money for personal purposes, then a PayPal fee will be assessed for using credit and debit cards, and possibly even cash advance fee/% interest by your card issuer. For domestic purchases, there's no PayPal fee.
If you sent money as a personal payment for a purchase you will be charged the fee. It all depends on what payment type you choose during payment or how you make payment (PayPal invoice, money request, PayPal button, paypal shopping cart, PayPal checkout, Send & Request, etc).
