error message to potential customer trying to pay

I am sending out a link for a potential customer to pay for services and they tell me that they have a paypal account However they are getting this message when they click on my company's link
You have been inactive for a while, so we logged you out to help protect your account. Please return to the merchant and restart the payment process
They don't know what to do next-- It is not on our end because we send this out all the time to receive payment
I am not sure what to tell them to do--- it could very well be they dont have an account or inactive-- hmmmm
