email fraud?

hello dear paypal community,

I know there are too many scams out there using paypal name.

I've got this email and I would like to know if this is fraud or not. screenshots of email are attached below.

i could say this is 98% fraud because of email adress and dundle (why in this world paypal needs third-party system?)

please, could some official from Paypal tell me this.

Can't see the screenshots, always best go give a gist of content rather than a screen shot as we can normally tell easily enough from that.
