email asking to update mailing address to get an updated Mastercard

I got an email from a questionable "paypal" address saying that my current card will expire on November 12, 2018.  and that I need to sign into account to update information.  My Mastercard that I currently have expires July 2019.  

Is this a valid email or a scam?
