hi, I was just wondering. if I am selling an item on eBay and I'm using PayPal, if I have stated that no refunds will be given does pay pal still refund the buyer?

No refunds only applies to buyer remorse.
A buyer can open a dispute for non receipt of item OR item received but not as described and with either Ebay or Paypal to seek a refund and if the dispute was found in their favour then your refunds policy would not count.
Advice is voluntary.
